Sayres successfully implemented this model in San Francisco, and brought his vision to New York City in 2003. Here in Spokane, the Spokane Humane Society, SCRAPS, Spokanimal and Pet Savers have joined to collaboratively reach its goal to significantly increase adoption rates.
